Your logic is flawed, because ensuring that changes in other versions mesh with the "brand new content" that's already native to the version and therefore wouldn't have been a consideration for the originating version is approximate to what you said it should only be for. The content itself may have been tested previously, but not how it interacts with our own local differences and the players are far more aware of local quirks than the GMs are, let alone other versions. As long as we have any unique content then anything newly introduced it new by virtue of never having been tested in our situation.
