I've gotten:
Level 40 from Freezers or Sparkers (Aqua Road seals).
Level 60 from Homuns at Magatia.
Level 100 from Memory Guardians.
If you've got the coins, I think you can get the level 50 one off the Carnival PQ fat man.
Edit: My brother told he got a level 50 Katara from Male Mannequin at Kerning Square.
