[color="royalblue"] Okay well... I guess I can't wait Lol. Uhhm I went on Ms again today, and it went back to the same old 'Delay Lag' Soo.. heres a Pic of what the 'Ping' Says.

Also, something to note, I reset my internet, and started up Ms. There was no lag whatsoever for approximately 5 minutes, and then it slowly went back to its original lag.. Something that might be a bit of interest to you guys... o_o.
P.s another thing to note that might help with my problem a lot: I have vista as you can tell from the command prompt window.
