Not sure about the constant, but this is true. Due to the hp formula not taking into account the advancement bonuses until the last one given, most DBs will not be able to wash until after their last advancement that provides hp/mp (Have to wait even longer if you took the level 30 route).
There have been numerous reports of people that were able to wash eventually, including cyanne.
