Just a question of personal standards really. It's undeniable that stat-wise a potential item with 3 bonuses has the potential to outclass one with 2 bonuses given boundless NX, it's up to the individual how much that really matters to them. The vast majority don't have this kind of funding, so are often happy with any amount of +%mainstat regardless of where it comes from. Random anecdote, I sold a +3% allstat cape (with random +DEF) with only 2 bonuses on it for 50m and got a comment along the lines of "+3% all stat for 50m gg" which seemed to imply to me that I had underpriced it and someone would actually pay more than 50m for it, even though I personally didn't see much merit in the cape seeing how easy 3 bonuses was to find on a cape.
In some cases, it's just not feasible to just grab another item and try potentialling it again though. Take rare to irreplaceable items like well scrolled high end elemental staves and dragon khanjars. You just spent an hour or two psyching yourself up to potential scroll it, and it worked. You glass it and it only has 2 bonuses. Is that now a totally rubbish item that needs replacing ASAP? I personally don't think it would be, given how difficult a replacement would be to get.
