I have a penguin, and a couple of days ago it got to level 20. "Sleep" command now works, though no other new ones do. "Sleep" gives +2 closeness.
Yep, just level 20, not 21. I don't know when they changed this, but my friend got her penguin to 20 many months ago and "sleep" did not work then, so it must have been relatively recent.
Also, many (if not all) commands are listed in Proton's pet training guide from SW.
