Do only new drops have hidden potential?

For the new item potential system, do only new drops have potential? Or can equips from before the patch have it, too? My knowledge about the item potential system is still fuzzy. Actually, I'm super confused. None of the equips on my hermit have hidden potential, and I have a lot of equips.
