MoN vs Chaos HT Pendant?

So some of my buddies said that MoNs don't work with the potential system.

I was wondering, would this make a regular HT Pendant better than a MoN? I'm asking since I could take advantage of the free AP resets to lower my secondary stat, if HT Pendant is the better option.

No, because the stat difference is even more. MoN gives a better boost with a weapon that give + % Weapon ATT, as there is ~10 extra ATT from the MoN alone.
