Can dual blades save points between jobs?

I'm wondering if Slash Storm -> Bloody Storm are essential skills for the DB or if they will be replaced later on with like, flying assaulter?
Overall, what skills I can overlook/don't need to buy books.

\Just trying to find a way to play this class without spending much NX of which I currently don't have any. >_>
