Pretty sure it is not released yet. They will announce it when it becomes available probably. I'm guessing in a server check this month.
I could be wrong though. All I know is it's not in Henesys or Kerning, it's not announced, but it is in the patch data.
PS: Isn't that what they did with Aran and Evan hair?
