Huh, i believe you misunderstood how Dual blades and skillbooks work :X
You'll have 17 SP, but you CAN advance to 4th job since YOU CAN SAVE points from a job advancement to another, every single build reccomends to do so. At level 20, for example, my DB has max Triple Stab, 6 booster and a bit of mastery, points that i saved from when i was a rogue.
Also, skills that have no skillbooks used on them are max level 10, not 5. They are like Fourth job skills, Level 10 max, the 20 skillbooks requires the skill at least at level 5.
Upon reaching level 120, you would end up with a few points to put in DB skills, there's no "You can't apply those points in a fourth job skill without using all your 3rd job SP" message like other adventurers.
So, you can advance to the level 120 job, you'll just be weaker due to non maxed skills. Also, regarding Slash Storm, it's a shame. Drops from fucking high leveled bosses or from Lex, whose a level 80 boss.
