Makes sense because they targeted Odin first which got rid of a high concentration of developers, and you don't hear about too many other targets.
Only a matter of time before someone makes a forum to mass together developers again, though. People are disorganized at the moment since Odin's downfall was so recent, but sooner or later someone will make a forum and gather all his friends who helped develop on Odin, and they'll tell their friends, etc.

I think the reason Nexon targeted Odin ASAP was because since all developers massed together there, they were the ones putting out patch after patch and update after update for ALL private server creators to put in ALL private servers. Now that Odin's taken out, the public releases are gone, and thus the majority of private servers cannot keep up with Nexon's new content. They're putting themselves back ahead of the pack.
