Potential System, halp

I have one more question.

So lets say my Bowmaster has 900 base dex and 100 from Equips so in total 1000 DEX.
Now I scroll an Item with 10% dex ( just to make the calculations easy), do i get a bonus of 90 DEX or 100 DEX
or simplier, does the % stats only affect base stats like MW or all stats??

I think the calculation Stereo did showed that it's applied after EVERYTHING (base + equips + mw). Not 100% sure on that though.
