Was there even a mention of a Black Magician in the early days of MapleStory? I don't seem to recall hearing anything about such an entity until around when 4th job was coming out. I'm pretty sure there was a time when Zakum was THE ultimate boss...forever.
That depends. You can't compare Maplestory's lore to WoW's because the Warcraft universe already had a buttload of people capable of tearing the world asunder. Deathwing is one, but people in that game still have yet to properly fight Kil'jaeden (you only fight him when he was halfway summoned), Sargeras, the dragons in the Emerald Dream, the old gods, and then we have the Titans, who can even overpower gods. Deathwing is nothing compared to what is still available from the Warcraft universe.
The Black Magician has been emphasized for quite a while now; there were classes created because of the Black Magician and then there's the fact he not just tore the world apart but he changed monster levels and their power. I don't recall mentions of beings with similar calibers of power as the Black Magician, although it may be partly due to me not completing all the Maple quests there are.
