In the case of Paladins, it's highly not recommended for them to use 2H weapons due to Guardian and whatnot. There's not such restriction for Heroes though; just that the removal of Guardian somewhat kills the point of being IH + Shield a little.
Though the loss of Guardian sucks, the speed of one hand swords and the extra potential from shields make it the superior choice.
