They appear to be, in the sense of pumping INT and never wearing anything with Luk. With Potential scrolls and the 163 staves/staff, low LUK seems the best option. It might be feasible to get the Magical Accuracy required for hitting stuff with gear alone, but I'm not sure. LUK gear isn't nearly as easy to come by as DEX.
