Most of the videos/blogs/posts I've seen say that they're getting 3 scrolls - whether that's per character or per account, I don't know, but I do know that none of the blogs seem disappointed about it, so I'm led to believe that it's per character.
On that same note, I'd like to pass along something spadow said on his blog: add your points starting from your latest job, heading backwards. It reduces mistakes. (so start with 4th, then 3rd, etc)
