Level 200 NPC

from what i know:

players who leveled to level 200 before the patch in which new npc's where released and are in the top 8 of their class can make a npc, this includes immigrants who leveled to level 200 in the server, and also immigrants who came to the server as a lvl 200 player.

immigrants who came as a level 200 to a server after the patch that released the new npc's cannot make their npc, aswell as immigrants who leveld up in their server after the patch, or even normal players who leveled after the patch..

i know of 2 broan's who leveled to 200 and immigrated to broa before the patch and have spots, but cannot make npc though
