Like if you had a maxed skill (like max barrage) and you reset it so that you used the points in something else, but not enough to actually "use" the book again (say you reset from 30 and you dropped it to 14 to place into SI and counterattack). This would likely affect early 4th jobbers rather than the later 4th jobbers.
