Maybe the weakness was intentional. Due to the inferiority the price compared to sword will always be lower.
So both classes will always have a more accessible weapon to scroll should sword be too costly.
Edit: On that note, are they ever going to balance scrolls themselves? Never really did like how the same amount of luck gave certain weapons a greater benefit than others cause 5 more weapon attack is more godlier on lower att classes.
