I think it's Nexon using some data compression tool here to save data.
From the start of maple I always noticed that if you stay on a certain attack range and keep attacking the same monsters, the damage you do is not COMPLETELY random, certain numbers always come back more then others, so I guess Maple's binomial distribution is somehow off-scale, or just not present anymore...
It's the same with attack damage numbers shown that you will do on the next attack (I noticed this on my fireWizz ring mule). Maybe Nexon sends random data in packages of 10 (instead of 1) to the client now, and something goes terrible wrong with the actual implementation of it?
But I guess this has to do with the data compression Nexon put into Maple... so save 1% money...
Another extreme annoying data compression in maple that Nexon introduced is, that people (in the same map as you!) that move away more then 2-screens, dissapear on your mini map, even when the mini-map is large enough for them to be shown, one good example is the Flying Dragon Boss, most of the time you have no idea where your teammates are... really crappy made and extremely annoying imo... buy yeah... I guess Nexon has to save data to squeeze the most money out of maple as possible, at the cost of gameplay...
