I'm only 3rd job so i haven't gotten that much SP yet, but if that still exists it'll obviously be noticed and fixed before release. :/
You get a scroll when you log in. It expires in a week. You use it, all your skills have 0 SP and all the SP you should have at your level is totaled and put into the skill point counter. That total is split up between 1st/2nd/3rd/4th jobs and if you run out of SP for that job, you can't add any more.
