I think it's more on the lines of: The black magician's minions & followers alike have set up a base camp in a city thats run by corruption and a sort of communism environment. You, the resistee, have to earn your freedom by doing tasks for the Blackwings in the name of a supposed justice.
Only to find out in the end that your efforts have harmed so many rather than help them, you force yourself to turn on those who had been using you this whole time.
In english: The black wings use you like they did Evan, you find out the truth and you eventualy turn against them.
