The skill seems fine as it is, I don't like the idea of breaking the skill caps, just think about it... you could make 20 worthless equips before you get one with your skill, in the case it adds to your main attack. Cause a skill level adds % damage.
Yes, +20% damage is overpowered, and 2 skill levels for certain skills is just mad... it would make Paladins THE most wanted class, and that's not what you call balance. If anything, just to make the skill don't become useless for higher levels, maybe make it add some quirk to max level skills, like 2% damage. That way the skill still makes sense and isn't overpowered. But that would need a lot of coding.
