[1.2.322] Moar Skill Balancing

Confirmed: Transform and energy charge's weapon attack bonuses do not stack with each other. I suppose this means that the developers changed counter attack because it's active all the time and no doubt that 40 attack buff did not stack with transform or energy charge. Since super transform is up 95% of the time and gives 30 att, there wasn't much point in energy charge's bonus. With this change we get more power.
