Because they ran in there thinking "Oh, I don't need luk to hit anything". Once people crack the acc formula, they can build characters to have minimal base stats, but still hit higher leveled mobs. At this point, it's a shot in the dark whether or not you can hit something given a primary stat and b secondary.
