That's pretty much universally happening. All of the crits/boosting skills are being nerfed and the base skills are getting boosted instead (but not by as much to keep it as strong as before).
I'm guessing it's because potential scrolls were making damages ridiculous and this is their attempt at rectiftying it. (of course that wouldn't be the ONLY reason, if it even was a reason)
