What does it being a theme park have anything to do with what i said? His dream was something not seen in any version thus far, meaning it's exclusive. Chances are if they're going to release something exclusive at this point, it's going to be in masteria.
With the eiffel tower, big ben, statue of liberty, and other monuments i'd be very surprised if NLC wasn't a theme park.
