It's not just chat, it's effectively the new sign up system (no more signing up at the timer anymore, the leader goes in right away and the timer is there for expedition members to go in) as well as its most useful feature of allowing the leader to move party members into each party, change leaders of each party, and basically manipulate the expedition members in party setups completely.
