Mortal Kombat fighting games are slow paced, 3D (find this awkward in fighting games, aside from Soul Calibur), rely on stringing inputs linearly to get out special moves, and have no ultras.
Capcom fighting games tend to be faster paced (Street Fighter is fairly slow, but still faster than Mortal Kombat), mostly use fluid motions to get out special moves, 2D side scrolling, and have ultras.
Those are the more obvious differences, but I could point out more if I were to go into depth about the game mechanics and such.

Yeah, it's being worked on, but there's no real promise on it. I believe it'll be made, just osn't far enough into development for them to give a greenlight on it.
