As far as I remember, after a certain date in KMS, you had to buy this CS item in order to enter the area. Before that day though, entrance is free to everyone. I also recall JMS getting a slightly modified version that included new training areas for the 120+ crowd.
Actually, you can get in for free every day for 30 minutes after finding 10 pieces of a ripped ticket (these are pretty rare drops, but not like Hyper Glyph rare) and turning it into the guy there. There was never a time when the temple was NX only. After the event period, access to the temple was cut off completely.
To clarify, you can get into the temple area at any time, but to enter a minidungeon where the monsters are, you have to get the free ticket from the quest, which is taken away as soon as you go into a minidungeon, or buy a ticket from the Cash Shop. The CS ticket lasts for 1 hour, and you can enter a minidungeon as many times as you want until it expires. The time limit on each minidungeon is 30 minutes, so if you time it right, you can have about an hour and a half of minidungeon time per CS ticket.
