Yes mages are good at the bottom, probably the best actually, but the exp is simply better at the top: you can kill 3 (iirc) skeles more there. I've trained long enough to know this. And true, if you are only taking the bottom plat it doesn't really matter what skill you max since you just spam cannon left and right.
I do spend most of my lvls at oblivion actually, I've been there for 50+ lvls now.
And at oblivion, AS can only aid you either by luring or by finishing a mob when you're not on your ship. AS isn't strong enough to kill anything on it's own, you still need to go over to the guards and torp/cannon them.

Killing a skele with freeze + 1 torp happens, but it's quite uncommon.
