No. The first point increases the amount of time monsters are frozen from 3 to 4 seconds (5 with the upcoming balance patch), which is far more important than one point in Cannon. Cannon is hardly stronger than Burst Fire until you have 11 points in it.

Elemental Boost's effects:
- Increased freeze length
- Increased burn DoT
- Increased Flamethrower damage
- Increased Ice Splitter damage

The most useful effect here is the freeze length. You just need one SP to get the first boost. I would leave it at level 1 until you max all the more important skills, like Cannon, Ship, Torpedo, MW, and Air Strike.
