Posted up in Takebackers thread when they actually changed the ring to make it work. I would imagine they got rid of the quest in msea as well but there was some other factor that would let people continue taking advantage of it almost 6 months later at the time of that post.
So maybe something more in-depth like when you log on before the 16th the game sends something to the cs to be claimed, but just like gifting a cs item the timer won't start til you claim it. Logging in after the 16th means the game sends nothing to the cs because there is no quest there.
