Since they are different:
If +10% att and +10% damage range is available. It is NOT best to get 2 +10%atts or +10% damage.
It is infact best to get 1 of each.
With the first method, you'd in essence get a 20% damage boost.
With getting one of each, the boost is 1.1*1.1=1.21, 21% boost. Raising something that you have less of (and is actually useful) is most important.
You'll always start off at 100% main stat, 100% att, 100% damage range.
Let's say you have 160% STAT (from gear), 100% att, 100% range.
If you have +20% STAT or +20% att to choose from (exaggerated to clearly show the difference) .... +20% stat gives you an effective boost of NEW%/OLD% = 180%/160% = x1.125 increase.
The +20% att would be 120%/100% = x1.2 increase.
So since att and range are separate and only available on weapons apparently getting 1 of each boost would be just slightly better than getting one of each.
In the end it REALLY doesn't matter as much for physical classes. On the other hand... magical classes have the whole matt squared thing to worry about.
