I'll try to make this clearer. If you have a 10+ att PAC already, it's still... okayish. Get some +6% STAT on it and it's fine. But almost no one will TRY to make 10 att PACs anymore. They could just get a high level cape use 5 60%s STAT scrolls and try for +9%s. The two will end up being roughly the same, but people will much MUCH more easily be able to get a +9% cape than a 10 att PAC first.
What if you boom your high level cape with 5 60s on it landed? Easy! go hunt another one. Expensive? No. Did you boom your 10 att PAC? oops. good luck making/buying another.
If for some reason you get 3 +9s... pretty much none of the current att PACs would be better.
