You can only use Strengthening scrolls (yellow) on items with 0 slots.
Scroll succession decreases per each succeeding scroll, and the scroll strengthens the item randomly.
I'm not sure how many stars are possible at this time, but according to the explanation, there is no specific limit.
1st scroll: 80%
2nd scroll: 70%
3rd scroll: 60%
4th scroll: 50%
5th scroll: 40%
6th scroll: 30%
7th scroll: 20%
8th and on: 10%
