Re-installing your drivers should fix your problems. Another thing you could do is to open up Task Manager and find the program that your Laptop Mouse is using. Then you'd just end the task and restart the task. However, that might be a problem if you don't know which process controls the touch pad.
I'd just re-install the drivers. Take a look at your Device Manager (accessed via Control Panel) and see if there are any exclamation marks on a driver. If there is, that's probably the problem.
By the way, the problem is that your Mouse is inverted. You can search for that.
