I don't see how any standard Blissey sets can stop a Garchomp, but maybe it's just me.

Blissey's max speed: 229
Garchomp's max speed: 333

Garchomp is also part Ground, thus rendering T-wave useless. That's one strike for Blissey. Ice Beam is nearly useless because of either:
a) Garchomp holding a Yache Berry
b) Blissey's near-craptacular Spe. Att stat, though it can fatally damage Garchomp, it won't kill it in a single hit.

That's 2 down. Seismic Toss does 100 damage per turn, Garchomp has a possible max HP of 420. Which means it would take a total of 5 turns for Bliss to pull that off. That's 3 strikes down. If you're counting in Toxic (which most Blisses won't even have to start with), then it's a possible stall-war option. Another scenario is if you're switching in Blissey when someone brings out Garchomp, it might be too late if it's a SD'ing Garchomp. Automatic gg.

I don't see Blissey as having too many options at all. If you could show me how you think Blissey could even win this, I'd like to see. Even with a Choice Banded STAB'd Dragon Claw without an SD, Garchomp would probably kill Blissey in 1 hit, though I'm not too positive on this, and it could actually be 2 hits, but no more than 2. But if it's Choice Banding Garchomp with STAB'd Outrage.. heh.
