Like Bribery said, bans aren't based on usage. If Latias is broken and the best check to it is Tyranitar, do you ban Latias or do you ban Tyranitar?
Scizor is far from broken because Gyarados, Zapdos, Gliscor, Swampert, Rotom and plenty of others will wall it all day and it has to go out of its way to take each one down. Magnezone and Heatran destroy it if they don't switch into a Superpower. On the other hand, Specs Draco Meteor and Surf have the same nearly flawless coverage that Kingdra has, except with 110 base Special Attack and Speed. It also has enough bulk to stay in on a Pursuit from would-be counters and 2hko if it used the right move. The few Pokemon that have enough special bulk to switch into all of a Specs Latias's commonly used moves (Blissey, some Umbreons) are screwed over by Trick.
