Latias is not Uber material, plenty of common pokemon take it down.
While they're at it, they might as well ban Scizor, the most overused pokemon in the entire metagame.
If they're gonna ban a pokemon that has plenty of weaknesses to it, they might as well go through every other pokemon before it first.
Scizor's CB Bullet Punch does like 68% max to Latias, meaning it can easily switch out and come back later to bash you with another Draco Meteor later.
The main reason Scarf Tar skyrocketed in usage the past few months is because of SpecsLatias, which can 2HKO Scizor and Tyranitar with Surf and cripple Blissey with Trick. Scarf Tar can outspeed it and KO, but it has to play the Crunch/Pursuit game with Latias since Pursuit won't OHKO if it doesn't switch. Mispredict against Latias and Tyranitar won't be able to take it out, at least against a smart opponent.
Having to resort to Explosion to take out Latias is a win-win situation for the Latias user. Besides, no Explosion user is fast enough to outspeed Latias without Choice Scarf (except Azelf), meaning predicting it is very easy.
Usage alone doesn't determine if a Pokemon is Uber. IIRC, Skymin was like #14 in usage, yet it's clearly Uber. Scizor is used so much because it checks many threats. This is the same reason why Tyranitar is currently the #2 most used Pokemon. Notice how they are both Latias' best checks too. That's over-centralizing.
