How do you jump cast octo, usually when you cast it, don't you stop moving completely until it pops out?

Er... you know... jump-casting. Where you press the skill and jump at the same time so that you can cast a skill that normally can only be used on the ground in mid-air. You can jump-cast almost everything -- summons, all magic, most archer skills, etc.

Bullseye DAMAGE effects it?

Yes.

Bullseye HOMING effects it?

No, unfortunately.
