Anyway... Regarding your initial post, you will find that you use both Wheel and Quake. It takes a while before Wheel becomes as good as Quake, so you will use quake up until that point. Wheel becomes equal to Quake when it hits lvl 20 I believe, but it only has 45% mastery at that point which means that your Magic Mastery skill won't kick in. It will do less damage overall than quake. The big attraction for Flame Wheel is is the insanely long range. the downside is that it only hits 6 whereas Quake will hit 8 targets. You will end up hotkey-ing both skills and using them according to your situation.
As far as training them up, you will probably end up going with whichever skill you actually have the books for. Personally, I went Mastery until it was lvl 20 and then maxed out Wheel. I had all the books I needed but ended up failing my Mastery 30 book 5 times... Maple Warrior will be next and Illusion will wait until I max out whatever level I have MW at.
Flame wheel at skeles got me more experience per hour then using earthquake right at 120.
Magic Mastery all ready kicks in even if the skill doesn't have 60% mastery.
