The 2x exp card was referenced to islanders, not permas. The reason we decided on that is because the most EXP you can gain from ANYTHING is 15. With cards, you can easily gain 30 constantly. They aren't exactly cheap either, and at the time we decided on this, Trade wasn't out. Even now, it is really hard to make enough NX to get one.
It really just cuts the grinding in half. So yea....it was a messy debate, someone can probably sum it up better. >_<
