the issue with this shi't; its always ever been used to grub money. If nexon made them both permanent, and available individually, they'd make more money than doing this. figure they release them for a certain period of time, which means users only have that long to get them. If they have it open to them at all times, and in pieces instead of as a whole package, then thats just extending the cash flow to them, and overtime the amount made using that method would trump the money they make during the release "events" of these items.
in other words, obvious grab at mo' money ploy is glaringly obvious, as it always has been with these sets.
