Archers top/bottom finish at lv 40 which you cant forge.
If you could, you would get +10 stats on top and +10 stats on bottom with 14 slots total to scroll. Some warrior/sin tops give you up to 10 stats clean, imagine an extra 10 stats on a 10 stat top. You could have a 20 stat top with 7 slots to scroll. With an overall you get +10 stats with only 10 slots to scroll. Top/bottom combo gives you a much better chance of getting a lot more stats.
