Well Kalovale, I really tried this. Many, many times too. At skeles, pushing then freezing works better, but like I said, pierce kills them too fast for me to bother with it, so it's not really an issue. But at Oblivion 4, the Guards have ten times the range on their attacks, and I take almost 2k more damage from them. Freezing then pushing is an excellent form of mob control, in that you can basically stack them up without them ever attacking. When you push them back without freezing, they attack while you're mobbing them up with Dragon's Breath, and I use up many, many more potions. And since the guards can practically hit you from across the entire length of the map, keeping them frozen is my first priority when mobbing them.
