Like i have said before, i tested number of casts in and out of transform. It was 42 casts per minute in both forms. Just because you get out of an attack faster doesn't mean the cast time changed. In this example, instead of being able to move after the hit animation (dragon coming up from the ground that you see on each mob) you can now move WHILE that is happening. If you've played around with no delay, you'll notice that it is aptly named. You have no delay. The attack instantly happens and your character can freely move around the instant you cast it, but the animation still plays regardless of how long it is.
