Pergen and helena (athena Pierce) said that Victoria had split off of Ossyria. Pergen's trying to make it rain to get all the dust from the continent cracking out of the air. So you could say they came from Ossyria, but really at the time it was like some Pangaea type Vic-syria.
The black magician doesn't want these people to escape his rule, I guess. I'm not sure why it's so important that they don't get away. There's no quests in Elin right now so it's hard to figure out...
