The 25% is only not active (in fact -25%) given the assumption that an E.Wand 5 would deliver the penalty of using it with a "Dark" skill, however, currently, no penalty is implemented in game.
I think you are confusing that with the fact that in the order of application, a skill is first queried on whether the equipped weapon will increase (or decrease) its damage via E.Wand effect, then its element is reset after that when using Elemental Reset. Therefore, Blaze with an E.Wand 5 will always do 125% damage on neutral monsters even after you apply Elemental Reset.
The AMP for summons in my thread is also incorrect as pointed out in the post preceding mine, but I don't intend on fixing the thread since this calculator already does such a great job at showing the data I flubbed.
